SCEM Programme

The Singapore Certified Energy Manager (SCEM) Programme, developed by the Energy Sustainability Unit of National University of Singapore (NUS) under the sponsorship of the Economic Development Board’s Locally-based Enterprise Advancement Program (LEAP), offers a formal training and certification system in the area of energy management.
 
The programme is endorsed by the following professional institutions and industry organisations / associations:
  • International Facility Management Association (Singapore Chapter)
  • National Climate Change Secretariat
  • Sustainable Energy Association of Singapore
  • Singapore Manufacturering Federation

The SCEM programme is designed for engineering professionals who intend to build their career as energy managers. It gives a thorough understanding of the key energy issues either in the building or industry sector. The programme will help the participants to develop the technical skills and competence needed to manage and track energy usage within the organisation they serve.
A SCEM is envisioned as:

Glaxo Smith Kline (GSK)
Background
GlaxoSmithkline has two manufacturing facilities in Singapore, located in Quality Road and Jurong, supplying Active Pharmaceutical Ingredients (APIs) in 16 products for the global markets.  Jurong is also home to an R&D Chemical Development Pilot Plant which produces APIs in their final phase of development.
The APIs manufactured in Singapore are used in products for the treatment of flu, asthma, HIV, cancer, ulcers and pain management.
Projection Description
Mr Yeo Yee Pang attended the SCEM training programme and is a certified SCEM. He is the key person responsible for energy management at GlaxoSmithkline (Glaxo Wellcome Manufacturing). Together with an energy management committee lead by Mr Yeo, yearly targets for energy savings are set. The Committee also identifies energy saving projects to be carried out. Since 2002, he had worked with the team to identify energy wastage in many areas within the site and also introduced the use of a monitoring and targeting systems that has provided the site with a better understanding of its energy usage. 
The monitoring and targeting system goes a long way towards helping the energy management committee to single out projects that promise to pay off where energy savings are concerned.
In 2011, GSK signed up to the UN Caring for Climate initiative, reflecting the commitment to take action on climate change.
Results
GSK has implemented close to 300 energy saving projects and achieved savings in excess of $12.5 million.
Eastman Chemical Singapore
Background
The company’s Jurong Island site functions as the Singapore plant for Eastman Chemical Company, which produces chemicals, fibres and plastic materials.
These materials are used by a variety of products that function as integral parts of our everyday life, such as resins, coatings and vinyl compounding.
Projection Description
Mr Rangaswamy Premkumar attended the SCEM training programme and is a certified SCEM.
In the plant, process equipment like distillation columns are heavy energy consumers separating components in the feed based on their boiling points. They are the prime target for energy conservation drives.
Mr Rangaswamy Premkumar was the leader of a project team that optimised the distillation process by understanding the physical properties of the components and optimising the amount of steam to distil the components in the feed.
Results
The project has resulted in cost savings as less energy is consumed by the distillation columns.
