SCEM Certification Registration
Application for Certification
Upon meeting the full requirements as stipulated in the set of criteria agreed to by the SCEM Steering Committee, a candidate may apply for SCEM certification at the Associate and Professional levels.
Upon successful application, a Certificate of Registration will be issued. The SCEM Registry’s decision to award and renew the SCEM certificate is final. It is not obligated or bound to give any reason whatsoever for not awarding or renewing the SCEM certificate.
Please note that the SCEM Certificate is valid for one (1) year whereupon renewal application shall be submitted at least 1 month before its expiry date with the relevant documentation.
SCEM Register will be administered by the SCEM Registry and updated periodically.
- I. Criteria for Associate Level Certification
Level Criteria Education Relevant Experience SCEM Training Associate Higher NITEC 3 years Apply for SCEM certification (Associate Level) within 5 years from the date that the applicants complete ASCEM training Diploma – Specialist Diploma – Graduates from any of the programmes below are deemed to have met the requirements for Associate Level and are eligible to apply ASCEM certification.
1. WSQ Statement of Attainment in Process Technology (Energy Management) (for intake till 2019) through:
- Specialist Diploma in Energy Efficiency & Management – Part-time
4. Temasek Polytechnic (for intake till 31 Aug 2022):
- Diploma in Green Building and Sustainability – Full-time
- Diploma in Clean Energy – Full-time
- Specialist Diploma in Energy Management and Sustainable Design – Part-time
5. Building and Construction Authority (BCA) Academy (for intake till Oct 2019):
- Diploma in Mechanical Engineering (Green Building Technology) – Full-time
- Diploma in Strategic Facilities Management – Full-time and part-time
- Diploma in Electrical Engineering and Clean Energy – Full-time
- II. Criteria for Professional Level Certification
Level Criteria Education 2,000 words report Relevant Experience (e.g. facilities/ process engineer, M&E engineer, working in an ESCO) SCEM Training Professional IES Recognised Engineering Degree N/A 2 years Pass 4 core modules and 2 elective modules* within 3 years Apply for SCEM certification (Professional Level) within 5 years from the date that the applicants pass the last training module
Degree (Others) Required 3 years Engineering diploma issued by local polytechnics or the Building & Construction Authority Academy Required 5 years (ASCEM) 8 years (Non-ASCEM)
Hold a managerial position Candidate must first pass an interview with the SCEM Registry Committee before attempting the SCEM exam Pass 4 core modules and 2 elective modules* within 3 years Apply for SCEM certification (Professional Level) within 5 years from the date that the applicants pass the last training module NB: The 5 years of relevant experience for ASCEMs can come from pre-ASCEM certification period.*Exemption Conditions for Green Mark Manager (GMM) and Green Mark Facilities Manager(GMFM)
Before 1 May 2014, GMM and GMFM courses are recoginsed as equivalent to wither Building Envelope and Lighting Systems or Integrative Design for Energy Efficiency.
After 1 May 2014, GMM courses are recognised as equivalent to Building Envelope and Lighting Systems only.Applicants who possess an IES recognised engineering degree are required to have a minimum of 2 years of relevant post-graduate experience.
Applicants who possess a non-recognised degree are required to meet the following criteria:
- Possess a minimum of 3 years of relevant post-graduate experience
- Submit a 2000 word report – Please refer below for the guidelines
Guidelines on 2000 word report:
The 2000-word engineering report on energy handled by the applicant for professional review should have the following criteria:
Areas of Assessment Scoring 1 State the problem statements of the projects undertaken 5 point 2 Specify level of involvement in the project: - Planning
- Design
- Review
- Project manager
- Project supervision
- Observer, understudy, learning etc.
- Others, capital approval, study and implementation by Corporate, HQ
State how you convince / sell /obtain the buy-off on the energy project from your management / HQ
50 points 3 The Methodology in which you carried out the actual energy efficiency improvement work 20 points 4 Problems encountered and the lesson learnt in implementing the scheme to improve energy efficiency. 20 points 5 Validation of the energy saved. 5 point It is very important to write what you had done instead of trying to write what others do in the project undertaken by your company.
The report should be free from excessive brochures and photos and should be written with proper sentence structure. It must NOT be in resume/letter format.
- III. Submission of documents
Applications for Associate Level certification should have the following items:
- Completed Application Form
- Copy of diploma certificate and transcripts
orWSQ Statement of Attainment
Applications for Professional Level certification should have the following items:
- Completed Application Form
- Copy of Academic Qualifications (Degree certificate and transcripts)
- Copy of SCEM examination Result Slips
- 2000 Word Report (Only applicable for candidates with a non-IES recognized degree)
- Green Mark Manager Certificate (Only applicable for candidates exempted from taking BELS Module)

Application for renewal of certification should be accompanied with the completed renewal form and annual subscription fees.
With effect from 01 July 2015, a continuing professional development (CPD) framework will be introduced to SCEMs. The objective of the framework is to reinforce the need for lifelong learning and to provide a means for SCEMs to systematically maintain and enhance their competency to carry out their duties as energy manager.
Under the framework, SCEMs will have to attain at least 16 Professional Development Units (PDUs) per year before they can renew their SCEM certification from 01 January 2017 onwards. This allows the SCEMs more than one year to attain sufficient points.
Note: Associate level certification holders are not required to meet the PDU requirement for renewal.
- V. Fees Payable and Processing Time
Application Fee (One Time; Non-refundable) : $130.80*
Cheque payment for application fee should be submitted along with this application.
Annual Subscription: $130.80 *
- For new applications, subscription fees will be pro-rated and successful applicants will be notified via
- email upon approval.
- For renewal, cheque payment should be submitted along with the renewal form.
*All amounts stated above are inclusive of prevailing GST.

Under normal circumstances, if the submissions are complete and in order, the applicants will be informed of the outcome within 1-2 months.
