About the Facade Inspector (FI) Registry and FI Certification

To enhance the safety of building facades and reduce the likelihood of facade failure, the Building and Construction Authority (BCA) is introducing a new Periodic Facade Inspection (PFI) Regime.

Under the new PFI regime, facade inspections will need to be conducted every seven years for buildings that are more than 13 metres tall, once they are over 20 years old. Landed houses and temporary buildings are exempted from these requirements. Building owners must appoint a Competent Person (i.e. Professional Engineer or Registered Architect), who can be assisted by a Facade Inspector (FI)1, to conduct the facade inspections. The Competent Person will propose appropriate rectification works if deterioration is detected. These works must be carried out within a specified period.

BCA has worked with IES and ACES (Association of Consulting Engineers Singapore) to introduce a Facade Inspector (FI) Registry which accredits personnel to assist the Competent Person to carry out his or her duties prescribed under the Building Control Act, and to develop a pool of Facade Inspector who possess the necessary Facade knowledge and inspection skills. At the upstream construction stage, the facade inspector can also assist the Qualified Person (QP) on the inspection of facade installation works to ensure compliance with specifications and code requirements.

The registry encourages eligible applicants to join the Facade industry to gain deeper experience and knowledge in Facade Engineering and pursue a career as a Facade Inspector.
