About the Facade Inspector (FI) Registry and FI Certification
To enhance the safety of building facades and reduce the likelihood of facade failure, the Building and Construction Authority (BCA) is introducing a new Periodic Facade Inspection (PFI) Regime.
Under the new PFI regime, facade inspections will need to be conducted every seven years for buildings that are more than 13 metres tall, once they are over 20 years old. Landed houses and temporary buildings are exempted from these requirements. Building owners must appoint a Competent Person (i.e. Professional Engineer or Registered Architect), who can be assisted by a Facade Inspector (FI)1, to conduct the facade inspections. The Competent Person will propose appropriate rectification works if deterioration is detected. These works must be carried out within a specified period.
BCA has worked with IES and ACES (Association of Consulting Engineers Singapore) to introduce a Facade Inspector (FI) Registry which accredits personnel to assist the Competent Person to carry out his or her duties prescribed under the Building Control Act, and to develop a pool of Facade Inspector who possess the necessary Facade knowledge and inspection skills. At the upstream construction stage, the facade inspector can also assist the Qualified Person (QP) on the inspection of facade installation works to ensure compliance with specifications and code requirements.
The registry encourages eligible applicants to join the Facade industry to gain deeper experience and knowledge in Facade Engineering and pursue a career as a Facade Inspector.
1 Facade Inspectors are engaged by a Competent Person under his discretion to assist in facade inspections.
Facade Inspector will mainly encompass 2 groups:
Group 1 – Existing RE or RTO
These registrants are current RE or RTO who have completed and passed a facade inspection training course called the “Certificate in Facade Inspection”. If they are registered with IES as a Civil & Structural RE/RTO with a valid certificate, a 50% discount on application, subscription & renewal fees will be given. In addition, no interview is required. However, if they are not registered with IES or do not possess a valid C&S RE/RTO certificate with IES, registrants will have to pay the stipulated fees (including Interview Fee) as shown in fee schedule in Part V.
Group 2 – Others
Registrants under this group are required to complete and pass a facade inspection training course called the “Certificate in Facade Inspection”, and possess the following qualifications and experience:

(d) a degree from any local university or a diploma from any local polytechnic in Civil Engineering or Structural Engineering | at least 3 continuous months of working experience (which may include industrial attachments during the course of study) in civil or structural engineering |

(e) a diploma in any construction-related field from any local polytechnic or the Building and Construction Authority Academy |
at least one year of such relevant practical experience in full-time supervision of structural works in construction sites in Singapore as may be acceptable to the Commissioner; OR at least one year of façade-related working experience |

(f) a diploma or higher certificate from any foreign polytechnic in Civil Engineering or Structural Engineering |
at least 2 years of façade-related working experience; OR at least 2 years of such relevant practical experience in full-time supervision of structural works in construction sites in Singapore as may be acceptable to the Commissioner; |

(g) a degree from any foreign university in Civil Engineering or Structural Engineering that does not entitle the holder to registration as a professional engineer under the Professional Engineers Act in the civil or structural engineering discipline |
at least 2 years of such relevant practical experience in full-time supervision of structural works in construction sites in Singapore as may be acceptable to the Commissioner; OR at least 2 years of façade-related working experience |

(h) a National Certificate on Construction Supervision (NCCS) from the Building and Construction Authority Academy |
at least one year of such relevant practical experience in full-time supervision of structural works in construction sites in Singapore as may be acceptable to the Commissioner; OR at least one year of façade-related working experience |

(i) a university degree or any other professional qualification that entitles an individual to be registered as an architect under the Architects Act | at least 3 continuous months of working experience (which may include industrial attachments during the course of study) in architecture |

(j) a Chartered Building Surveyor registered with the Royal Institution of Chartered Surveyors | at least one year of façade-related working experience occurring within the 2 years immediately before he or she is accredited with the Building and Construction Authority or an organisation prescribed under Regulation 11 |

(k) a university degree in architecture which does not entitle an individual to be registered as an architect under the Architects Act | at least 2 years of façade-related working experience occurring within the 3 years immediately before he or she is accredited with the Building and Construction Authority or an organisation prescribed under Regulation 11 |
|
(l) an Industrial Technician Certificate, or a National Technical Certificate Grade 2, issued by the Institute of Technical Education, Singapore, or an equivalent qualification; or
GCE ‘N’, ‘O’ or ‘A’ level or an equivalent qualification |
at least 10 years’ facade-related working experience occurring within the 12 years immediately before he or she is accredited with the Building and Construction Authority or an organisation prescribed under Regulation 11 |

*For Group 2 registrants belonging to categories (a), (b), (c) & (i), the interview by the Joint Accreditation Committee will not be conducted.

A fee of $65.40 (inclusive of 9% GST w.e.f 1 Jan 2024) will be collected upon submission for Group 1.
A fee of $130.80 (inclusive of 9% GST w.e.f 1 Jan 2024) will be collected upon submission for Group 2.
For Group 1, please provide your renewal C&S RE/RTO cert for the new year as well.
