IES/ACES C&S Resident Engineers (RE) and Resident Technical Officers (RTO) Registry
In order to ensure that there is adequate and proper supervision of structural aspects of construction works, the Building Control Act required qualified site supervisors or supervision teams to assist the Professional Engineer (PE) in the supervision of construction works.
Since 15 Feb 2009, the Building Control Act has been amended, making it mandatory for all qualified site supervisors to be accredited with the IES-ACES Joint Accreditation Committee (JAC) as C&S RE or RTO. Only C&S RE or RTO who remain accredited by the JAC can continue as qualified site supervisors to supervise structural aspects of all construction works. Registration is accorded to suitably qualified applicants with Diploma/ Degree in Civil or Structural discipline.
The Building Regulation does not require the site supervisor to be accredited as a RE or RTO for the supervision of non-structural work of a development project.
A PE, who possesses a valid practicing certificate from the Professional Engineers Board (PEB), is not required to be accredited with the JAC when he/she performs supervision of structural works as accredited site supervisors. The PE may register themselves as the site supervisors using their PE registration number in BCA Corenet System.
Accreditation with the JAC will provide accredited site supervisors with the appropriate training opportunities, seminars and courses to enhance your technical know-how and help accredited site supervisors keep abreast with the latest construction technology.
A certified site supervisor with IES Membership will enjoy discounted rates for seminars & courses conducted by IES or IES Academy.
A fee of $21.80 (inclusive of 9% GST w.e.f 1 Jan 2024) will be collected upon COMPLETE submission.

*As of 15 December 2017, BCA regulations state that the requirement for relevant practical experience, in the case of Resident Technical Officers, is two years (up from one year previously).

Your renewal application may be submitted upon email notification from IES regarding the matter.
Processing time for renewal application will be 6-8 weeks during peak period and 2 weeks under normal circumstances, based on first come first serve.
IES/ACES welcomes the following Resident Engineers and Resident Technical Officers who have been accredited by the JAC and is on the JAC's register of Accredited Site Supervisors.
A Professional Engineer, who possesses a valid practising certificate from the Professional Engineers Board, is not required to be accredited with the Joint Accreditation Committee when he/she performs supervision of structural works as an accredited site supervisor.
