IES/ACES M&E Resident Engineers (RE) and Resident Technical Officers (RTO) Registry

M&E Resident Engineers (RE) and Resident Technical Officers (RTO) are part of the on-site supervision team that assists the M&E Consultant in ensuring compliance to design standards and installation quality. They are also involved in supporting sustainable built environment initiatives  and are key to a highly productive construction industry.

The M&E RE and RTO Registry was jointly launched by IES and ACES on 14 March 2014.  Accreditation as a registered M&E RE/RTO not only serves as a form of recognition of their competency, but also provides them with appropriate training opportunities to enhance their technical know-how and to keep abreast with the latest developments in the built environment sector. This is to ensure that all building projects across Singapore are completed according to the highest safety standards and quality.


A certified M&E RE or RTO who is also an IES Member will enjoy discounted rates for seminars & courses conducted by IES or IES Academy.

Note: A Professional Engineer, who possesses a valid practising certificate from the Professional Engineers Board, is not required to be registered with the Joint Accreditation Committee when he/she performs supervision of building works (as a registered site supervisor). 
 

Non-refundable Application Fee: $109.00 (inclusive of 9% GST w.e.f 1 Jan 2024) will be collected upon COMPLETE submission.

 

Annual Subscription: $109.00 (inclusive of 9% GST w.e.f 1 Jan 2024)

For new applications, subscription fees will be pro-rated. Successful applicants will be notified via email after attending the Professional Interview. The Professional Interview is a mandatory requirement.

 

RE Eligibility

 

Number of years of postgraduate local practical experience in Mechanical or Electrical Engineering works

 

Documents to be submitted (All to be endorsed and signed by one of the PE from Appendix 1)
University degree in Mechanical or Electrical Engineering or Building Engineering discipline recognised for PE registration under the PE Act: https://www.peb.gov.sg/

2 years in Mechanical and Electrical building services in building construction industry with at least one project of minimum SGD 50 million

 

  1. Duly completed application form.
  2. Degree certificate and full transcripts / mark sheets
  3. Diploma certificate and full transcripts / mark sheets for any advanced standing / exemptions
  4. A copy of professional CV
  5. A copy of the front and back of your Identification Card

 

Master's degree or doctoral degree in Mechanical or Electrical Engineering or Building Engineering from any university recognised for PE registration under the PE Act: https://www.peb.gov.sg/

 

  1. Duly completed application form.
  2. Master's or doctoral degree certificate and full transcripts / mark sheets
  3. Degree certificate and full transcripts / mark sheets
  4. Diploma certificate and full transcripts / mark sheets for any advanced standing / exemptions

A Chartered Engineer registered with the Engineering Council (United Kingdom) in the Mechanical or Electrical Engineering or Building Engineering discipline.

  4. A copy of the front and back of your Identification Card

 

University Degree in Mechanical or Electrical Engineering; subject to approval by the Joint Accreditation Committee.

RTO Eligibility

 

 

Number of years of local practical experience in full-time supervision of M&E works in construction sites

 

Documents to be submitted (All to be endorsed and signed by one of the Supervising PE of the project in Appendix 1)
Degree in Mechanical or Electrical Engineering or Building Services from any foreign university

 

2 years in Mechanical and Electrical building services in building construction industry with at least one project of minimum SGD 20 million

 

  1. Duly completed application form.
  2. Detailed information of work involvement for Appendix 1.
  3. Degree certificate and full transcripts / mark sheets
  4. Diploma certificate and full transcripts / mark sheets for any advanced standing / exemptions

 

Diploma in Mechanical or Electrical Engineering or Building Services from any local polytechnic or ITE Work-Study Diploma in Mechanical & Electrical Services Supervision (WSDip-MESS)

 

  1. Duly completed application form.
  2. Diploma certificate and full transcripts / mark sheets
  3. A copy of professional CV
  4. A copy of the front and back of your Identification Card

 

Diploma in Mechanical or Electrical Engineering or Building Services from any foreign polytechnic

3 years in Mechanical and Electrical building services in building construction industry with at least one project of minimum SGD 20 million

 

  1. Duly completed application form.

  3. Diploma certificate and full transcripts / mark sheets
  4. A copy of professional CV
  5. A copy of the front and back of your Identification Card

 

A higher certificate or GCE 'O' Level in technical stream

10 years in Mechanical and Electrical building services in building construction industry with at least one project of minimum SGD 20 million

  3. A higher certificate or GCE 'O' Level certificate and full transcripts / mark sheets
  4. A copy of professional CV
  5. A copy of the front and back of your Identification Card

 

 

Processing of the new application will take approximately 3 months under normal circumstances.


 

Please note that the application will be rejected if:

  • Additional supporting documents are not provided to IES within one (1) month from the submission of your application.
  • IES reserves the right to not disclose any remarks pertaining to the submitted project details and practical work experience.
