UPDATES ON PUB AND NEA REQUIREMENTS AND REGULATIONS

Held Bi-Yearly, PUB and NEA collaborate to present the latest updated information and requirements to relevant professions and industries to ensure the various systems or fittings are being adhered to.

This seminar gives an overview on the regulatory planning and submission on functional and maintenance needs. This will help the Qualified Persons and Professional Engineers to exercise flexibility and creativity in the design to meet the stated requirements and needs.

The half day seminar aims to develop professional advice on required information, responsibilities and the code of practices for practitioners on all aspects of the building design.

COMMON SUBMISSION MISTAKES

The presentation focus on the common submission mistakes/errors made in the applications to Building Plan Unit, PUB. Examples of submission mistakes made for drainage and sewerage applications will be shared at the presentation.

SPEAKER'S PROFILE

Mr Low Yang You is an Engineer in PUB’s Building Plan Unit. He is in charge of processing of Development Control and Detailed Plan submissions for sewerage and sanitary matters. On top of that, he is currently involved in the development of PUB’s automated BIM Compliance Checker project to value add to the industry for building plan processing.

THE CODE OF PRACTICE ON SEWERAGE AND SANITARY WORKS (COPSSW) 2ND EDITION - 2019

The presentation focus on the 2019 edition of the COPSSW that incorporated changes/updates made over the years to address new technical issues faced by the industry after feedback from the public.  

SPEAKER'S PROFILE

Mr Muhd Razis is a Senior Engineer with the Water Reclamation Network (WRN) in PUB. His current portfolios include review of the COPSSW, evaluate consultations and submissions for deviation from COPSSW and provide technical requirements to stakeholders.

OVERVIEW OF SS 642: CODE OF PRACTICE ON PNEUMATIC WASTE CONVEYANCE SYSTEM (PWCS)

This Singapore Standard (SS) specifies the requirements for the design, construction, installation, testing and commissioning and maintenance of PWCS that serves gravity chutes for general waste and recyclables generated from residential, commercial and mixed-use developments.

The scope of this standard covers specifications and performance of the feeding and discharge system, conveyance system and collection station but excludes the requirements for waste collection vehicles and driveway design.

SPEAKER'S PROFILE

Mr Khor Zi Jian is an Engineer with the Waste Collection System unit of the Waste and Resource Management Department (WRMD), National Environment Agency (NEA).

The unit oversees the waste collection systems adopted by developments in Singapore. This includes reviewing policies and requirements for the storage and collection system of refuse and recyclables in the Code of Practice on Environmental Health (COPEH). The unit also works closely with various stakeholders to plan and identify potential private estate for the implementation of district-level Pneumatic Waste Conveyance System in Singapore.

REGISTERED NOISE CONSULTANT SCHEME

NEA has implemented a Registered Noise Consultants Scheme for noise assessment for air-conditioning and mechanical ventilation system in non-industrial buildings with effect from 1 Apr 2019.  The  speaker will share on the scheme and common queries received from industry.

EXPANSION TO THE LODGEMENT SCHEME FOR LANDED PROPERTIES

The lodgement scheme was introduced on 29 Jan 2018 for minor development projects with no pollution control and environmental health requirements.  The lodgement scheme was expanded to include all landed properties (with the exception of strata title landed properties with communal facilities) on 1 Apr 2019.  The  speaker will share on the scheme and common queries received from industry.

SPEAKER'S PROFILE

Mr Sim Ming Teck is a Senior Engineer with the Development Control and Licensing Department (DCLD), National Environment Agency (NEA). He processes applications for noise assessment clearance, Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) to ensure compliance with environmental health and pollution control requirements stipulated in the code of practices and relevant regulations

ENVIRONMENTAL IMPACT STUDIES AND ENVIRONMENTAL MANAGEMENT AND MONITORING PLANS – SINGAPORE’S CONTEXT

While Singapore currently has no legislation pertaining to Environmental Impact Assessments (EIA), such studies are increasingly requested by government before approval is given for a new project. These studies usually include Environmental Management and Monitoring Plans (EMMP), a plan to proactively manage impacts identified in the EIA, by setting expected deliverables to ensure that the mitigating measures recommended by the EIA are suitably implemented during the construction and operational phase of the project. Given the lack of publicly available information on these processes, developers often overlook resources required to complete these requirements, leading to the risk of exceeding projected costs and timelines. This presentation aims to give a brief overview on the EIA process in Singapore covering typical scopes and stakeholders involved in the process.

SPEAKER'S PROFILE

Mr. Komal Pujara, Senior Consultant has over 18 years of professional experience in Environmental domain encompassing wide-ranging sectors such as Urban Infrastructure, Marine infrastructure, Power generation, Highways and Mining. He has worked in leadership position to develop Environmental, Health & Safety (EHS) management systems and controls measures. He has advised Company Management on EHS matters and recommended improvements to EHS processes and policies. He has worked on whole gamut of statutory permissions related to EHS regulations and liaised with regulatory authorities.

He headed Environmental group and successfully executed various environmental & social assessment projects as Project Manager. He conducted Environmental Impact Assessment (EIA) studies, prepared Environmental Management Plan (EMP) and assisted in obtaining the statutory clearances from regulatory agencies.             Managed environmental & CSR issues of power plants & bauxite mines.

He has hands-on working experience on EHS safeguard policies of international donor agencies such as ADB and World Bank. He has served as an Environmental Expert in infrastructure projects financed by International donor agencies and implemented EHS framework from design stage to execution stage. He has developed & implemented Environment Management & Monitoring Plan (EMMP) and conducted environmental & safety audits.

SPEAKER'S PROFILE

Ms. Holly Siow, Senior Consultant is an ecologist with more than eight years of professional experience with diverse experience on biodiversity conservation, ecology, and Environmental Impact Assessments (EIA).

Holly is experienced in field and lab-based research of several taxonomic groups. Her research experience includes vulnerability assessments of mangrove ecosystems to climate change, macroinvertebrate surveys of freshwater and forest environments in Singapore and Australia, botanical surveys of freshwater swamp forests, and herpetofauna population studies in throughout Singapore. Beyond ecological research, her experience working at the National Parks Board Singapore (NParks) gave her considerable experience reviewing EIAs and other environmental studies, dealing with stakeholders on EIA matters, and coordinating habitat enhancement projects throughout various parks in Singapore.

Every effort, however, will be made to inform the participants or contact person of any cancellation or postponement. Fees will be refunded in FULL if any Event is cancelled by IES.
