Part 1: Understanding of Supervision Duties (with Eurocodes) 


Site supervision plays a crucial role in building and civil engineering works. The Eurocodes for structural design (Structural Eurocodes) have been implemented on 1st April 2015 as the prescribed structural standard for meeting compliance with the Building Regulations in Singapore. Eurocodes are different from the past Codes of Practices. This course is organised to prepare Site Supervisors, Resident Engineers and Resident Technical Officers on site supervision of building and civil engineering works in accordance to Eurocodes. 

The course aims to provide participants a better appreciation and understanding on the types of supervision duties and obligations; and supervision requirements of Eurocodes in relation to building and civil engineering works including foundation piles, earthworks and ground anchors for excavations

CV of Lecturer

Er. Yang Kin Seng was a former Director with the Building and Construction Authority, regulating and overseeing the safety of buildings and geotechnical building works under construction in Singapore, and headed the Singapore Geological Office.  Er. Yang has also served with the now-defunct Public Works Department as Assistant Chief Civil Engineer, Head (Roads, Planning and Design) and Head of Geotechnical Engineering, Site

Investigation, Instrumentation and Laboratories. His involvement in civil, building and infrastructural projects ranges from roads, flyovers, bridges and expressways, including Changi Airport development, construction of schools and CTE tunnels, to parks and government buildings, as well as overseas projects in China and Brunei.  He was the Chief Project Manager (Singapore) for the Singapore-Malaysia Second Crossing. He has published more than 40 papers in International conferences and seminars, and peer-reviewed journals.  Er. Yang was awarded Public Administration Medal (Silver) in 1998.  

Er. Yang was a Colombo Plan Scholar, and graduated with BEng (First Class Hons) in Civil Engineering from University of Melbourne and a recipient of Trinity College Scholarship, CWN Sexton Scholarship, AJ Francis Prize and an Exhibition Prize.  Er. Yang was also a Commonwealth Scholar, and obtained MSc (Distinction) in Soil Mechanics and Engineering Seismology and awarded the Soil Mechanics Prize from Imperial College London.  He also obtained MSc (Civil Eng) from NUS, and LLB (Hons) from University of London. 

Er. Yang co-chaired the SPRING (Singapore) Eurocodes Review Advisory Committee, and the Technical Committee on Civil and Geotechnical Works.  He is a Professional Engineer and a Specialist Professional Engineer registered with the Professional Engineers’ Board, and a Specialist Accredited Checker whilst in Building and Construction Authority.  Er. Yang has been conducting many courses for industry practitioners at the BCA Academy since 2007, as well as for IES, ACES and corporates. 

Part 2: Safe & Risk Management during Lifting Operations involving Mobile and Tower Cranes at Construction Sites 


Lifting and hoisting processes are prevalent operations and activities in the construction industry. The objective of this module is to inculcate and raise awareness in stakeholders (including qualified persons such as Professional Engineers, and Registered Architects) on the hazards of lifting and hoisting operations that are present in construction sites and the importance of adequate supervision during lifting operations. This will enable them to understand the control measures that are implemented onsite to manage and mitigate lifting hazards. The course will cover usage of lifting machines such as crawler cranes and tower cranes which are commonly used in construction sites. Participants’ perspectives will be enhanced through the sharing of legal and other requirements as well as statutory duties of relevant stakeholders during lifting and hoisting operations as well as crane incidents. References will be made to the Workplace Safety & Health (WSH) Act and relevant guidelines, Singapore Standards for lifting operations such as SS536, SS 559 and SS595 for safe use of mobile cranes, tower cranes and steel wire ropes for hoisting respectively as well as best practices onsite. 

Course Outline/Outcomes

This module will equip stakeholders with the necessary WSH knowledge (including legal and other requirements) for their course of work.

  1. Common lifting and hoisting hazards onsite and importance of adequate supervision Lessons learnt from past mobile and tower crane incidents / case studies
  2. Legal and other requirements relevant to lifting operations under the WSH Act
  3. Introduction to risk management, common misconceptions when it comes to risk assessment/risk management and different risk assessment methodologies.
  4. Control measures for lifting and hoisting operations which includes best practices which are implemented onsite to reduce risks to as low as possible.
  5. Permit to work system for lifting operations / lifting plans. How to implement the permit to work system and what are the key areas in a permit to take note of. Common errors when it comes to applying a permit to work will be covered.
  6. Tower cranes and mobile cranes operations and how to coordinate and manage their usage to ensure safe operations
  7. Recent developments and enhancements to crane safety and lifting operations. These include the implementation of the data logger system by the Ministry of Manpower to improve crane safety onsite.
