Foundation Supervision (Structural , 6 Hours)


To understand the different types of foundations used in Singapore, the quality assurances and controls to ensure safe and robust foundations, and how supervisors can value add in foundation supervision.

Target Audiences

Target audience is Site Supervisors, Engineers and Project Managers who are involved with construction, especially in foundations

Profile of Presenter 

Er. Lim Peng Hong is a Professional Civil Engineer with over 30 years of experience in structural, transportation, civil and geotechnical engineering in the region.  He is registered in the specialized branch of geotechnical engineering under the Professional Engineers Board, and is a Specialist Accredited Checker for Geotechnical Building Works. He has been a member of the Singapore Professional Engineers Board (PEB) since 2009 and is a Past President of the Association of Consulting Engineers Singapore. He chairs the Engineering Services Academic Advisory Committee for ITE, and also the Technical Committee for Structures and Sub-structures in SPRING, besides being a member of the Building and Construction Standards Committee in SPRING.

Besides managing infrastructure and building projects in Singapore, he has been involved in overseas projects, covering countries in both Asia and Europe. These include the supervision of 120 km of highway in Mizoram, India under a World Bank loan, concept design of the rail transit line for Bosphorus Crossing in Istanbul, 35-storey commercial building in Vietnam and a transportation study in Tianjin, China under World Bank Technical Assistance.  Local projects include the Kallang Expressway, Circle Line, Downtown Line, Thomson East Coast Line and major buildings like Supreme Court, Changi Prison and Khoo Teck Puat and Ng Teng Fong Hospitals.

He is the Managing Director of PH Consulting Pte Ltd, a licensed corporation under the Professional Engineers Act.

Ø  Part of the course materials is modified from “Foundation Supervision” conducted  between

2015 to 2017.


Worksite Safety and Health  (Safety, 4 Hours)


The objective of this module is to inculcate Workplace Safety and Health (WSH) mindsets in Resident Engineers (REs) and Resident Technical Officers (RTOs) through lectures, interactive sharing and group discussions. The module will increase their awareness of the various hazards found within a construction worksite, enabling them to better protect themselves as well as others on site. Their WSH perspective will be enhanced through accident case studies and better understanding of the various stakeholders’ duties. 

Course Outcome

This module will equip RE/RTOs (QSS) with the necessary WSH knowledge (including specific WSH legal requirements) for their course of employment.

1.       Construction WSH statistic

2.      Understanding the most problematic hazards and the related control measures.

3.      Lessons learnt from past accidents

4.      Formwork accident and safety requirements

5.      Excavation WSH requirements, accident cases, hazards and good practices. 

6.      Ways to influence and contributes to the WSH standard on site

7.      Example of good site management and good practices   

Target Audience

This course will benefit Construction Stakeholders (especially Resident Engineers, Resident Technical Officers and Resident Architects) involved in supervising the construction work. 

Profile of Presenter  

Mr. Lim Cheong is a Senior Principal Specialist, at the Occupational Safety and Health Inspectorate, Ministry of Manpower. He graduated with a degree in Building Engineering in 1995. After graduation, prior to joining the Ministry, he had undertaken various challenging roles as Approved Workplace Safety and Health (WSH) Auditor, WSH Officer, WSH trainer and Technical Committee member for the Singapore Contractors Association Limited (SCAL).

Serving the Ministry of Manpower since 2006, Mr Lim had led a team of WSH Inspectors in the Operations Branch, guiding them in their daily enforcement duties. He subsequently led a team of WSH Investigators, dealing with investigations into serious and fatal industrial accidents, and prosecutions of parties who had contravened the law.

In the specialist branch, Mr. Lim was the department’s resource person providing support on technical, regulatory and systemic issues related to the construction industry. He was also a member of inter-agency workgroups, such as “Design for Safety” and the “Building Innovation Panel Working Committee” which look into Prefabricated

Prefinished Volumetric Construction approval and other collaboration works with several sister agencies. Currently in the Ministry, Mr. Lim focus on Design for Safety enforcement issues. 

Beyond his core job, Mr Lim was a seasoned lecturer for numerous workplace safety and health courses at the Institute of Higher Learning, Statutory Board and Professional Organization. Mr Lim takes part in the Technical Committees (TC) such as TC on Personal Safety and Health under the purview of General Engineering and Safety Standards Committee, Enterprise Singapore, and was a TC member for Safety and Health Involving the Use of Equipment. Mr Lim is the Singapore Accreditation Council Assessor/ Technical Expert, auditing the WSH auditor organizations.
